Community Asset Transfer (CAT) of Dorset Council Land owned by Dorset Council

Following meetings with Green Martinstown Members and an open meeting in the village hall, it is clear that there is a desire to go ahead with an application for the Community Asset Transfer (CAT). This article outlines the process for those not present at those meetings. Further details may be found at www.dorsetcouncil.gov.uk/-/transfer-community-assets.

In August 2020 Green Martinstown sent a questionnaire to every household of the parish. The replies identified their priorities to be nature, food, energy, transport, recycling and waste. This gave us a direction for the activities of Green Martinstown.

Near the end of 2023 GM communicated with Carly Galloway (Service Business Manager, Dorset Council) regarding the possibility of buying or leasing 10 acres owned by Dorset council which adjoin Stevens Farm. We met with Carly on 4 December 2023 to explore the idea more fully.

This prepared the way for a meeting of the members of Green Martinstown in February 2024 (24 attendees) and a Village meeting in March 2024 (39 attendees) The purpose of these meetings included the sharing of the Community Asset Transfer process and timescales, gauging interest in Green Martinstown, commencing the CAT application, and gathering ideas for possible community activities on the land. Both meetings included presentations about Green Martinstown and the CAT land transfer, followed by an opportunity to express interest, share ideas, ask questions and discuss the answers.

The participants at both meetings welcomed the CAT of the land from Dorset Council and wanted Green Martinstown to apply for the land on behalf of the village. The collecting of ideas for the use of the land was an initial gathering exercise. The management of the land would follow Green Martinstown and CAT values. This means that use of the land will be only for the benefit of the community and the environment. The final plan of the use of the land will be decided by the village in participatory planning.

In order for the CAT to be successful the village must provide support and backing for the purchase and the maintenance of whatever activities are decided upon.
